While the young infant was happy, protected, and eating well, he was not growing. In fact, he appeared to be the same age that he was when he was found even after more than six months in his new home.
With concerns over the child’s well being mounting, and the CPA looming like a scorning shadow, the threat of the child being taken from the home swelled as the implications of neglect hung think in the air.
